It's not propaganda in the sense that we'd try to manipulate people to further a specific organization's goals, no. But it probably IS in the sense that it promotes a certain worldview. Namely, that some people having too much wealth and power is or leads to societal problems that need to be solved, albeit not in the fantastical way the game depicts.
